Benjamin Keethler

Benjamin Keethler is a public–private infrastructure executive and founder of a multi-state federal IT services firm that has delivered more than $150M in regulated technology programs under CMMI and ISO standards. As an appointed member of the Loudoun County Zoning Ordinance Committee and president of a data center–impacted HOA, he helped author Loudoun’s first codified data center standards and negotiate enforceable mitigation for nearby residents.

CivicLink Partners is led by advisors who have worked inside the world’s most active data center markets while holding formal roles in zoning, ordinance modernization, and community leadership. We help municipalities design clear, enforceable standards and mitigation frameworks that align hyperscale data center growth with long-term community compatibility, infrastructure sustainability, and political durability.

Our Advisory Services for Municipal Leaders

Phase 1: Governance Readiness Assessment

We evaluate your current zoning, comprehensive plan alignment, and political landscape before major data center commitments are made—identifying gaps, risks, and opportunities for structured growth.

Phase 2: Standards & Mitigation Frameworks

We help design municipality-specific data center standards, mitigation requirements, and performance thresholds that are enforceable, transparent, and grounded in real-world impacts.

Phase 3: Public Process & Implementation Support

We structure public engagement, communication, and decision processes that reduce conflict, support defensible outcomes, and build durable trust between residents, staff, and elected officials.

The Impact for Municipal Leaders

CivicLink Partners helps municipalities move from reactive controversy to structured, defensible decision-making on data center growth—reducing litigation risk, clarifying expectations for industry, and strengthening community trust.

Advisory focus: governance clarity, enforceable standards, and durable public process.

Strategize Your Data Center Governance

We work with municipal leaders, planning staff, and elected officials to design clear standards, mitigation frameworks, and public processes for data center growth. Share a brief overview of your jurisdiction’s situation, and we’ll follow up to discuss next steps.
